Overview
Since its inception in 1994, the Environmental Justice Small Grants Program has awarded more than $23 million in funding to 1,253 community-based organizations, and local and tribal organizations working with communities facing environmental justice issues.
The Environmental Justice Small Grants Program, supports and empowers communities working on solutions to local environmental and public health issues. The program assists recipients in building collaborative partnerships to help them understand and address environmental and public health issues in their communities. Successful collaborative partnerships involve not only well-designed strategic plans to build, maintain and sustain the partnerships, but also working towards addressing the local environmental and public health issues.

2012 Request for Proposals
We are now accepting grant applications through February 29, 2012 for $1 million in funding to support projects designed to research, educate, empower and enable communities to understand and address local environmental and public health issues. Funding is available for grants up to $25,000 each.

Below are formal Agency responses to questions asked during two national conference calls on December 15, 2011 and January 12, 2012, regarding the FY 2012 EJ Small Grants request for applications. Two more calls are scheduled for February 1 and February 15.
- How do I modify my application?
All applicants who wish to modify an application must resubmit a new application in accordance with all guidelines and application criteria as stated in the Environmental Justice Small grants Program Application Guidance FY 2012. Applicants should include a cover memo acknowledging the revised submission and a request to disregard any previously submitted applications. All revised applications/submissions must be received by February 29, 2012 11:59 PM (EST).
- What are the eligibility requirements for fiscal sponsors?
Fiscal sponsors are subject to the same eligibility requirements as applicants. An eligible applicant must be one of the following entities:
- incorporated non-profit organizations—including, but not limited to, environmental justice networks, faith based organizations and those affiliated with religious institutions;
- federally recognized tribal governments; OR
- tribal organizations
Applicants must be located within the same state, territory, commonwealth, or tribe that the proposed project is located. Eligible applicants must demonstrate that they have worked directly with the affected community.
- How do I register on Grants.gov?

The electronic submission of your application must be made by an official representative of your institution who is registered with Grants.gov and is authorized to sign applications for Federal assistance. For more information, go to http://www.grants.gov and click on "Get Registered" on the left side of the page. Note that the registration process may take a week or longer to complete.
To begin the proposal/application process under this grant announcement, go to http://www.grants.gov and click on the "Apply for Grants" tab on the left side of the page. Then click on "Apply Step 1: Download a Grant Application Package and Instructions" to download the compatible Adobe Viewer and obtain the application package. To apply through grants.gov you must use Adobe Reader applications and download compatible Adobe Reader version (Adobe Reader applications are available to download for free on the Grants.gov website. - Do I need both a Data Universal Numer System (DUNS) # and Central Contractor Registration (CCR) # when registering and applying on grants.gov?

Unless exempt from the requirements under OMB guidance at 2 CFR Part 25 (e.g., individuals), applicants must:
- Be registered in the CCR prior to submitting an application or proposal under this announcement. CCR information can be found at https://www.bpn.gov/ccr/
- Maintain an active CCR registration with current information at all times during which it has an active Federal award or an application or proposal under consideration by an agency, and
- Provide its DUNS number in each application or proposal it submits to the agency. Applicants can receive a DUNS number, at no cost, by calling the dedicated toll-free DUNS Number request line at 1-866-705-5711, or visiting the Dun & Bradstreet website at: http://www.dnb.com

If an applicant fails to comply with these requirements, it will, should it be selected for award, affect their ability to receive the award.
- How soon should I register on grants.gov?
If your organization is not currently registered with Grants.gov, please encourage your office to designate an AOR (Authorized Official Representative) and ask that individual to begin the registration process as soon as possible.
- How important is the workplan and how does the workplan affect scoring criteria?
The workplan is the most important part of the application package. The workplan describes the project. Workplans that are focused and succinct are stronger than ones that try to address too many issues. The work plan must contain and address each component as listed in the Environmental Justice Small grants Program Application Guidance FY 2012. Information provided in the workplan will be used to evaluate each eligible application.
