Reformulated Gasoline (RFG) is a federal fuel
program intended to reduce emissions of pollutants
and toxics from gasoline fueled motor vehicles 
by controlling the substances included in the 
formulation of commerically available gasoline. 
This report describes how the effects of the use
of Reformulated Gasoline are included in the 
official EPA highway motor vehicle emission factor
model (MOBILE6) for hydrocarbons, carbon monoxide
and oxides of nitrogen.  This is done in MOBILE6 
by manipulation of the gasoline Reid Vapor Pressure,
gasoline oxygen content and gasoline sulfur content
assumed in the model.
