This page provides the electronic file templates, and tutorials on using these forms, for (1) certifying some internal combustion engines and vehicles to EPA standards, and (2) submitting reports required under various compliance programs. This information applies to engines and vehicles other than light duty vehicles (LDV). These forms are for use in both the Engine Information Management System (IMS) and the Verify system. The industries to which this information applies are shown below. All new engines sold in the US must be certified.

Compliance Reports Submission Process

After obtaining a certificate of conformity, engine manufacturers must comply with and submit reports under a variety of Compliance Programs. These programs are designed to: (1) keep a correct accounting of emissions credits generated/used during certification (Averaging, Banking and Trading Programs); (2) verify that manufacturers have successfully translated their certified prototype engines into mass produced engines (Production Line Testing Programs); and (3) ensure that engines comply with emission standards throughout their useful lives (In-use Testing Programs). Each year, engine manufacturers must also report the number of engines they produced per engine family (Annual Production Reports).

EPA has developed Microsoft Excel-based templates to facilitate the submission and processing of Compliance Reports (found below). Please visit this page before you submit your next report for new and updated templates. All Compliance Reports must be submitted using the appropriate template and through VERIFY’s Document Module (see guidance below). Please note that this procedure does not apply to reports related to the Transition Program for Equipment Manufacturers (TPEM). For additional information on submitting TPEM reports and notifications, please refer to the TPEM section below.

Nonroad Diesel Transition Program for Equipment Manufacturers (TPEM) Reporting Templates

TPEM participants should use the Microsoft Excel-based templates provided below to submit their notifications and reports. Please make sure to consult TPEM regulations at 40 CFR Part 1039.625. Once filled out, templates should be submitted via e-mail as attached Microsoft Excel files to TPEM-CI@epa.gov. You may also email your questions to that address. Please do not submit TPEM-related documents via VERIFY. We are not prepared at this time to process TPEM notifications and reports submitted through VERIFY.

While we encourage electronic submission (as it is generally easier for the manufacturer, expedites processing, increases efficiency and it is more environmentally friendly), if it is absolutely not possible for you to submit electronically, please mail your submission to the Director of the Diesel Engine Compliance Center (Designated Compliance Officer):
