Tier 2 and Tier 3 Proposed Emission Standards

• Statement of Principles to Control Emissions of Air Pollution from Nonroad Diesel Engines - Supplemental Advance Notice of Proposed Rulemaking
  Availability of the Statement of Principles (SOP) for nonroad diesel engines which was signed by EPA, the California Air Resources Board, and members of the nonroad diesel engine industry. The SOP calls for significantly more stringent standards for emissions of NOx, HC, and PM from diesel engines used in most land-based nonroad equipment and some marine applications.

  In 1998, EPA adopted more stringent emissions standards for nonroad diesel engines. In that rulemaking, EPA indicated that in 2001 it would review the upcoming Tier 3 portion of those standards (and the Tier 2 emission standards for engines under 50 horsepower) to assess whether or not the new standards were technologically feasible. This staff technical paper presents the preliminary assessment of the technological feasibility of the Tier 2 and Tier 3 emission standards.
