Federal Facilities Base Closure and Realignment (BRAC)
The Base Closure and Realignment (BRAC) Team assists the Department of Defense (DOD) in its efforts to clean up closing military bases so that the property can be used by sponsor communities for economic redevelopment purposes. Region 5 staff are members of the BRAC Cleanup Teams (BCTs) at all fifteen bases. The BCT, which includes a member from DOD and the state environmental agency, is responsible for:
- Identifying clean parcels which can be deed transferred immediately
- Accelerating necessary cleanup actions
- Prioritizing cleanup work to match reuse priorities
- Facilitating leasing agreements
- Communicating environmental issues to the local communities
The BCTs take a partnership approach to the BRAC projects and all decisions are reached on a consensus basis between DOD, U.S. EPA and the State. The U.S. EPA BCT member is supported by technical experts on the BRAC staff.
The overall goal of the BRAC program is to get former military property back to beneficial public use. Once BRAC property is determined to be clean, a Finding Of Suitability to Transfer (FOST) is written by DOD and agreed upon by the regulators. Properties can also be leased while they are being cleaned up if a Finding of Suitability to Lease (FOSL) is completed.
