Background

H.O.D. Landfill is located in Lake County, Illinois. The site occupies about 121 acres, of which approximately 51 acres were used as a landfill. The site is adjacent to a freshwater wetland and Sequoit Creek, a stream that flows into a series of nearby lakes. The landfill portion of the site is divided into the "old landfill" and the "new landfill." Operations began at the "old  landfill" in 1963, when wastes were placed in excavated trenches that were covered with excavated materials from each subsequently dug trench. Operations of the "new landfill" began in 1975. A clay barrier was constructed between the old and new landfills and a leachate collection system was installed. H.O.D. was closed in 1984, and the entire landfill was covered with a continuous clay cap. The site was placed on the National Priorities List in 1990 due to nearby vinyl chloride-contaminated groundwater.

The selected remedy for the H.O.D. Landfill Site included landfill cap improvements, enhanced gas collection and treatment, enhanced leachate collection, leachate treatment, groundwater monitored natural attenuation and institutional controls. The institutional controls included deed restrictions to regulate the development and site use of the H.O.D. Landfill property and groundwater use restrictions in the areas that have contaminated groundwater. The site achieved construction completion with the signing of the
Preliminary Close Out Report on June 29, 2001.

Reuse Success Story:
H.O.D. Landfill was the first Superfund site reuse pilot in the nation awarded to a site where construction of the remedy had already been completed. A landmark Ready for Reuse Certificate was issued to the H.O.D. Landfill site in 2005. EPA then worked successfully with all stakeholders to update the risk assessment for the site. The study demonstrated that the remedy already constructed was protective for recreational purposes, including being used for sports playing and practice fields.

After receiving approval from all parties involved, construction of an energy system to use the H.O.D. Landfill's gas to produce electricity and heat the nearby Antioch Community High School began on December 2002. This successful project's design and construction serves as a model for other communities that are interested in using nearby landfill gas as an alternative energy and "green" solution that saves taxpayers money and combats global warming.
