Time-Critical Removal, Rosalie Street Drum Superfund Site, St. Louis, Missouri
INTRODUCTION
The U.S. Environmental Protection Agency, Region 7, will conduct a Time-Critical Removal Action at the Rosalie Street Drum Superfund Site during the month of July 2007. The site is located at 4658 Rosalie Street, St. Louis, Missouri. It occupies a large lot just north of I-70, west of West Florissant Road, northwest of O'Fallon Park, and southwest of Bellefontaine Cemetery.
The removal will consist primarily of the disposal of hazardous substances in drums, compressed gas cylinders, and other containers. It will also include the removal and disposal of contaminated soils. All removal activity will be done on the site.
BACKGROUND
The site is currently owned by the Land Revitalization Authority of
the City of
St. Louis, Missouri. The city acquired the site in 2004 under
foreclosure of liens for delinquent property taxes. The prior operator
abandoned the site in the current condition requiring this removal action.
In September 2006, the Missouri Department of Natural Resources (MDNR) conducted a walk through investigation of the Rosalie Drum Site. The purpose of the investigation was to inventory containers at the site to determine if they contained hazardous materials. MDNR found more than 70 drums, totes, and other containers scattered around the property. Several containers had leaked their contents to the ground both inside and outside of the buildings on site. MDNR reported that the containers held both flammable and corrosive liquids. MDNR contacted EPA to assist with determining the extent of contamination at the site, and to conduct a removal action.
EPA ACTIVITIES
In December 2006, EPA visited the site to survey the area, document site conditions, and select containers to screen for hazardous materials. The site includes a large open lot occupying roughly one city block. It is covered with large quantities of trash, waste tires, drums, totes, other debris, and two buildings. EPA selected several containers for sampling and found waste that was flammable, corrosive and/or potentially explosive.
The site is in a mixed residential, commercial, industrial area. There are residents immediately across the street, and there are operating commercial and industrial businesses surrounding the site. Because the site is not occupied and located in an open lot, it is subject to trespassing and vandalism. There is no fencing or doors that prevent access to the interiors of the buildings on site. Trespassers could be exposed to hazardous substances both inside and outside of the buildings.
NEXT STEPS
EPA will begin the Time-Critical Removal during the second week of July 2007. The following actions will be taken to address the contaminants of concern at the site:
- Establish the cleanup levels and goals for the contaminants of concern.
- Dig out, treat and contain the metal-contaminated soil. Dispose of the treated soil at an off-site facility.
- Dig out PCB-contaminated soil and dispose at an off-site facility.
- Drums, containers, barrels, and tanks containing hazardous materials will be bulked together and disposed at an off-site facility.
- Sample and analyze soil to verify removal of all soil containing hazardous substances above the cleanup levels.
- Restore areas where soil was removed. Restoration activities may include but are not limited to backfilling areas where soil was removed with clean fill, grading, and seeding.
All soil disposed off-site will be done according to local, state and federal regulations.
