Public Comment Period Announced - Solomon Corporation TSCA PCB Coordinated Approval Storage Application, Solomon, Kansas


INTRODUCTION

The U.S. Environmental Protection Agency, Region 7 is submitting the Solomon Corporation Toxic Substances Control Act (TSCA) Coordinated Commercial Storage Application and solicits public comments and offers the opportunity for a public hearing. The application is submitted by EPA for comment as part of its PCB commercial storage application review process. EPA, in consultation with the Kansas Department of Health and Environment (KDHE), will review all comments and consider if the application can be approved following the comment period.

BACKGROUND

The Solomon Corp. site, 301 West 7th St, Solomon, Kan., is currently where non-regulated and drained PCB contaminated transformers are demanufactured, or broken down into metallic and non-metallic parts that can be recycled. As part of this process, hazardous or toxic materials contained in the equipment are removed and disposed of properly. Solomon Corp. has applied to KDHE for a PCB Facility Construction permit to construct a PCB storage facility. In the new facility, all PCB transformers will be stored pending shipment for disposal at approved TSCA disposal facilities. Drained PCB contaminated transformers and non-regulated transformers will be moved to the existing facility for demanufacturing.

PUBLIC COMMENT PERIOD AND REVIEW OF COMMENTS

EPA is accepting comments and requests for a public hearing for a period of thirty (30) days beginning February 12, 2007. Comments must be received by March 14, 2007. The agencies will review all comments upon completion of the public comment period and determine if any modification to the application should be made.
