Garmon B. Smith, Jr.
Mr. Smith is an Analytical Chemist in GWERD’s Technical and Administrative Support Staff. He serves as manger of GWERD's Safety, Health, and Environmental Management Program (SHEMP). Mr. Smith holds a B.A. in Chemistry from Austin College in Texas and an M.S. in Environmental Analytical Chemistry from North Texas State University. He obtained certification from the Institute of Hazardous Materials Management as a Master Level Certified Hazardous Materials Manager (CHMM).
As SHEMP manager, Mr. Smith is responsible for the safety and health program of GWERD employees, as well as the environmental compliance program of the facility as a whole. Along with support from GWERD's computer support contractor, he has instituted a chemical inventory system that incorporates all hazardous materials located in the lab; he interfaced the system to the hazardous waste inventory that permits movement of materials with minimal data entry. He is an active member of the facility's Environmental Management System (EMS) Implementation Team and serves as alternate coordinator. He has received training toward conducting ISO 14001 EMS audits. He also serves as GWERD's Radiation Safety Officer, recycling coordinator, pollution prevention coordinator, and coordinates safety training and medical surveillance programs for lab employees.
Prior to becoming full-time SHEMP manager, Mr. Smith was the Kerr Center’s senior analytical chemist for advanced instrumentation, primarily gas chromatography/mass spectrometry (GC/MS). For many years, he provided support for numerous research activities studying the fate and transport of trace organic contaminants in the subsurface environment. He was responsible for the operation, maintenance, and modification of several GC/MS systems and instrumental in making GC/MS methods routine at the laboratory. He still remains active in helping manage the GWERD's analytical instrumentation capabilities so the lab will stay current with the analytical chemistry industry.
