| Description |
Qualified Energy Conservation Bonds (QECBs) may be used by state, local, and tribal governments to finance electricity generation from renewable resources in rural areas. The borrower pays back only the principal of the QECB, and the bondholder receives federal tax credits in lieu of interest. QECB allocations can be used for qualified projects with at least 70 percent of money received to be allocated for public projects and 30 percent allowable for private use (capital expenditures only). |

| How to Apply | The Internal Revenue Service allocates the bond volume to each state based on the state's population. Each state has its own process for reallocating the bonds within the state. Many states solicit applications for bonding authority in the fall. |
