Convention on Persistent Organic Pollutants (POPs)

This web site contains links to meetings, background
and implementation documents, and guidance associated
with the Stockholm Convention, which is a global
treaty to protect human health and the environment
from persistent organic pollutants (POPs). POPs
are chemicals that remain intact in the environment
for long periods, become widely distributed geographically,
accumulate in the fatty tissue of living organisms
and are toxic to humans and wildlife. POPs circulate
globally and can cause damage wherever they travel.
In implementing the Convention, Governments will
take measures to eliminate or reduce the release
of POPs into the environment.

United Nations Convention on Long-range Transboundary
Air Pollution |

Since its adoption in 1979, the Convention on
Long-range Transboundary Air Pollution has addressed
some of the major environmental problems of the
United Nations Economic Commission for Europe
(UNECE) region. This has been achieved through
a process of scientific collaboration and policy
negotiation, and the Convention has been extended
by eight protocols, which are linked to the website.
Other links that the website provides are an institutional
framework linking science and policy, and the
Executive Body's latest annual report and work
plan.

U.S. Government Performance and Results Act |

The 1993 Government Performance and Results
Act (GPRA) requires agencies to develop plans
for what they intend to accomplish, measure how
well they are doing, make appropriate decisions
based on the information they have gathered, and
communicate information about their performance
to Congress and to the public. Under the GPRA
agencies must develop a five-year Strategic Plan,
which includes a mission statement and sets out
long-term goals and objectives; Annual Performance
Plans, which provide annual performance commitments
toward achieving the goals and objectives presented
in the Strategic Plan; and Annual Performance
Reports, which evaluate an agency's progress toward
achieving performance commitments.

Guidance for Portland Cement Manufacturing MACT

On June 14, 1999, the EPA promulgated final
maximum achievable control technology (MACT) standards
for the Portland cement manufacturing (PCM) industry.
The guidance provides a summary of PCM MACT requirements;
lists the regulated sources, pollutants and emission
limits for each affected source, and monitoring
frequency for compliance; describes techniques
for reducing emissions; and includes links to
information on the PCM industry and regulations.
The appendices
contain fact sheets on the PCM industry, a Portland
Cement MACT Compliance Checklist, and applicable
forms.
