City of Emeryville Makes $300,000 Loan to Clean Up the Heritage Square Property

In January 2001, the City of Emeryville loaned $300,000 to EmeryStation II LLC to assist with cleanup costs associated with the Heritage Square property. This loan was made possible through a $500,000 EPA Brownfields Revolving Loan Fund (RLF) grant awarded to the City of Emeryville in 1999. The city also received supplemental funding of $500,000 in 2001, $500,000 in 2003, and $732,000 in 2006. The former Westinghouse Electric Corporation owned and operated an electrical manufacturing facility that included the Heritage Square site. Under a negotiated agreement with the developer, a portion of the PCB-impacted soil on the site was removed by Westinghouse's successor, Viacom, to allow construction of a utility trench and access road for the EmeryStation II project. The developer, EmeryStation II LLC, used RLF funds to construct an asphalt cap over the remaining PCB-impacted soil on the cleanup site, which serves as part of the access road. Cleanup was completed in 2002, and the property is used as an access road and utility corridor for the EmeryStation II commercial building. The access road also serves the Amtrak railroad station and the entire three-building EmeryStation project, which are part of a new urban transit village.
