City of Oakland Makes $200,000 Loan to Clean Up the Willow Park Property |
In December 2004, the City of Oakland, California loaned $200,000 to the Oakland Redevelopment Agency to assist with the cleanup costs associated with the Willow Park property. This loan was made possible through a $500,000 EPA Brownfields Revolving Loan Fund (RLF) grant awarded to the City of Oakland in 2000. The Willow Park property was previously occupied by large homes and a scrap yard, and onsite contamination included high levels of lead in the soil. Lead-contaminated soil removal began in November 2004, and the California Department of Toxic Substances Control issued a letter on June 8, 2005 confirming that no further cleanup was required on the site. Redevelopment of Willow Park will involve the renovation of the existing park by providing new playground equipment, replacing an existing basketball court, and renovating a picnic area. Following renovations, the park will also provide more picnic tables and barbeque pits, as well as create a new seating area, pathways, open lawn space, and possibly a community garden. Construction began on the property in early 2006, and the Oakland Redevelopment Agency obtained more than $1 million to fund improvements of the park. Funding included $482,800 from the National Park Service Urban Park and Recreation Restoration Grant Program and a $568,000 grant from the California Parks and Recreation Murray-Hayden program.
