City of Stamford Makes $160,000 Loan to Clean Up an Abandoned Property

On December 6, 1999, the City of Stamford, Connecticut loaned $160,000 to Blues Brothers, LLC to assist with cleanup costs associated with an abandoned property. This loan was made possible through a $750,000 EPA Brownfields Revolving Loan Fund (RLF) grant awarded to the City of Stamford in 1999. Blues Brothers, owners of a Harley Davison franchise in Stamford, Connecticut were looking for a place to relocate and expand their existing business. They settled on an abandoned property a few blocks from their existing location. The abandoned property was a former machine, printing and engraving shop. Environmental assessments funded by the Blues Brothers, revealed polychlorinated biphenyls (PCBs), lead, arsenic, chromium and other metals present in the soil. Cleanup included the removal of 3,500 tons of contaminated soil, demolition of an existing structure, and preparation of another abandoned building for redevelopment, resulting in cleanup costs totaling $395,000 ($45,000 paid by the seller). In November 2000, Blues Brothers officially opened their new Harley Davison dealership and maintenance facility for business. In addition to EPA funding, Blues Brothers leveraged $1.8 million in private investment. As a result, a new Harley Davison dealership replaces a formerly blighted, vacant property in one of Stamford’s poorest communities.
