Rochester Stakeholders Help Lead Redevelopment
Four of Rochester, New York's idle and abandoned properties, totaling 42.6 acres, are being returned to productive use and are bringing at least 100 new jobs to the area, thanks to a boost from a $200,000 Brownfields Pilot grant from EPA, Rochester stakeholders, and $341,500 in leveraged funding. Initially, the Pilot identified 12 City brownfields properties that have a high priority for assessment, cleanup, and redevelopment. Among the priority properties identified is a 15.5-acre parcel of the Erie Canal Industrial Park; in an effort to ready the site for prospective purchasers, Rochester's Pilot has used $60,000 in grant funds to conduct soil and groundwater investigations, create cleanup plans, and devise a redevelopment plan. The City hired a contractor to perform cleanup of the site in the spring of 1998 under the State's Voluntary Cleanup Program. Now, Park Enterprises is locating in the Erie Canal Industrial Park in the spring of 1998, on a 4.6-acre parcel of land adjacent to the Pilot-targeted property. In the next several years, the company expects to expand its 100-person operation onto the adjacent voluntary cleanup site, at the same time adding upwards of 100 new employees to its staff. Another property identified as a high priority for cleanup and redevelopment is a 12.5-acre site that will be assessed using a $124,000 New York State Clean Water/Clean Air Bond Act grant. The grant is one of two, totaling $266,500, that the City received using the Brownfields Pilot grant as leverage. The owner of a fourth site, a 10-acre former instrumentation manufacturing facility, has entered into a State Voluntary Cleanup Agreement with the contingency that both parties agree on cleanup plans. Cleanup of the site will not only further plans for industrial and commercial redevelopment projects, but could create hundreds of new jobs for area workers.
