Size of Award California first established favorable gas rates for energy efficient technologies in a 1981 Order, Number 92792. Cogeneration or combined heat and power (CHP) facilities were more clearly defined later in the Public Utilities Code (PUC) Section 218.5. CHP units to be considered qualified facilities must be at least 42.5 percent efficient. Individual utilities were required to establish favorable natural gas rates for cogeneration units that meet the requirements of Section 218.5. CHP gas usage is normally determined as follows: an amount of gas equal to the customer's recorded net-electric generation in kilowatt-hours times the average heat rate for the electric generation equipment. Gas utilities are required to sell gas to qualified cogenerators at the same price they bill larger electric utilities.
