| Size of Award | In 2001, California passed Senate Bill 1-28 (SBX 1-28), a bill promoting installation of distributed generation (DG). SBX 1-28 has provisions requiring interim exemptions from standby charges until long-term tariffs are established in the state. The long-term tariffs are intended to continue with the policy of exempting DG units from standby charges as long as it remains practical. The California Public Utilities Commission (CPUC) is to make sure that charges are proportional and fair based on the costs and benefits of DG. |

| Additional Information | Currently the exemptions from standby rates apply for the following periods: - Exemption through 6/2011 for customers installing CHP-related generation between 5/2001 - 6/2004. - Exemption through 6/2006 for customers installing non-CHP applications between 5/2001 - 9/2002. - Exemption through 6/2011 for "ultra-clean" and low-emitting DG systems 5 MW and smaller installed between 1/2003 and 1/2005. Furthermore, units may use any fuel with the exception of diesel. Individual utilities long-term tariffs will differ, but overall, the utilities are instructed to enact rates with a contracted demand and a cap on high fixed charges. |
