Size of Award	Under its draft CAIR regulations, Connecticut proposes to establish an energy efficiency/renewable energy set aside at 10% of the state’s CAIR budget for both phases of the CAIR program. The set aside would include 268 CAIR NOx allowances for 2009 and subsequent ozone-season control periods.
