Size of AwardThe Connecticut Clean Energy Fund’s (CCEF) Project 150 Initiative (formerly Project 100) supports legislation enacted in June 2003 requiring the state's electric distribution companies to enter into minimum 10-year contracts for not less than 150 MW of Class I renewable capacity. Pricing under these contracts will include a premium of up to 5.5¢ per kWh. These long-term power purchase contracts must be filed with the Connecticut Department of Public Utilities by July 1, 2008, and must arise from projects that receive funding from the CCEF, began operation after June 1, 2003, and are at least 1 MW. To meet the funding requirement of the legislation, the CCEF intends to award $50,000 to each project selected for recommendation to the electric distribution companies. Funding will be provided as a grant under standardized terms. Additional details for applicants include:
* The maximum contract capacity is 20 MW;
* Approved projects must participate in the ISO New England’s forward capacity market via participation in the Forward Capacity Auction for the commitment period starting June 1, 2013, or earlier;
*Approved projects must agree to accept the Standard Energy Purchase Agreement “As Is”, except for technical or project specific revisions required due to a special feature of a project.
* Preference will be given to those projects that are eligible to participate or that have cleared in the Forward Capacity Auction for the commitment periods beginning June 1,
2011 or 2012;

Eligible renewable energy resources include wind, solar, fuel cells, wave or tidal power, ocean thermal, low emission advanced biomass conversion technologies, and landfill gas resources. Selected projects must primarily generate electricity for the wholesale electricity market and must deliver at least 50 percent of the rated capacity and associated energy produced to the wholesale electricity market.

Additional InformationThe CCEF issued a request for proposals for Round 3 of funding on April 1, 2008. All proposals must be received by May 30, 2008.

Selected projects must be beyond the pre-development stage; use commercially available technologies; have already achieved substantial progress in permitting and site control; and are ready for deployment. Renewable energy facilities must be located within Connecticut.
