Size of Award Property-Assessed Clean Energy (PACE) financing effectively allows property owners to borrow money to pay for energy improvements. The amount borrowed is typically repaid via a special assessment on the property over a period of years. Missouri has authorized certain local governments to establish such programs, as described below. (Not all local jurisdictions in Missouri offer PACE financing. Contact your local government to find out if it has established a PACE financing program.)

Financing contracts limited to 20 years or less; improvements must display a positive economic benefit over the life of the contract.

Additional Information In July 2010 the Missouri legislature enacted the "Property Assessed Clean Energy Act". The act allows municipalities (county, city, or incorporated town or village) to create "clean energy development boards", which in turn are permitted to develop local PACE programs to finance energy efficiency improvements or renewable energy improvements. A clean energy development board may be created by an individual municipality or by multiple municipalities working together. The enabling legislation also permits the Missouri Environmental Improvement and Energy Resources Authority (EIERA), the financing arm of the Missouri Department of Natural Resources (DNR), to develop administrative rules to implement and guide local programs.

The law is in general very broad and permissive in terms of how local governments may define their programs. Many details of local programs are left up to local governments.
