| Critical Information | California has supplemental energy payments (SEPs) available to eligible renewable energy generators for the above market costs of procurement by California's retail sellers to fulfill their renewable portfolio standard (RPS) obligation. As of August 2007, total funding available is $734 million. The following types of fuels/technologies are considered to be eligible - solar thermal electric, photovoltaics, landfill gas, wind, biomass, hydroelectric, geothermal electric, geothermal heat pumps, municipal solid waste, anaerobic digestion, small hydroelectric, tidal energy, wave energy, ocean thermal, biodiesel, and fuel cells using renewable fuels. |

| Additional Information | To receive SEPs, facilities must be certified by the California Energy Commission (Energy Commission) as eligible for the RPS and SEPs. Eligible renewable facilities must be chosen by an Investor-owned utility (IOU) or another electrical corporation through an RPS competitive solicitation approved by the California Public Utilities Commission (CPUC) or another retail seller. Eligible facilities must be chosen through a least cost, best fit process approved by the CPUC. Except for hydro and small conduit hydro, facilities must have begun operation on or after January 1, 2005, or have been repowered and begun operation on or after January 1, 2005, and meet other fuel specific and electricity delivery criteria. A facility awarded SEPs will receive monthly payments for no more than 10 years.
