Critical InformationColorado's renewable portfolio standard (RPS) was introduced in 2004 and amended in 2007 to require that all investor-owned utilities follow a RPS schedule of 5% renewable energy by 2008, 10% by 2011, 15% by 2015, and 20% for the year 2020 and for each following year. All electric cooperatives with more than 40,000 customers must achieve 1% renewable energy by 2008, 3% by 2011, 6% by 2015, and 10% by 2020 and for subsequent years.

Tradable renewable energy credits (RECs) may be used to satisfy the standard. Utilities that do not generate the required amount of electricity from renewable energy sources may purchase RECs from utilities that exceed the requirement.

"Recycled energy" is defined as "energy produced by a generation unit with a nameplate capacity of not more than 15 megawatts (MW) that converts the otherwise lost energy from the heat from exhaust stacks or pipes to electricity and that does not combust additional fossil fuel.

Additional InformationEnergy generated in Colorado is preferred, with one kilowatt-hour of eligible electricity generated in-state receiving 125% credit for RPS-compliance purposes.

"Community-based projects," defined as projects smaller than 30 MW and owned by residents or organizations in Colorado, which are located in the service territory of a electric cooperative can receive 150% credit for RPS-compliance purposes.
