| Critical Information | Massachusetts has used output-based methods in several important regulations. The Massachusetts NOx cap and trade program (CAIR) employs useful output, including the thermal output of combined heat and power, to allocate emission allowances to affected sources (generators > 25 MW). This approach provides a significant economic incentive for combined heat and power within the emissions cap. Massachusetts also has a multipollutant emission regulation (NOx, SO2, Hg, CO2) for existing power plants, which uses an output-based format for conventional emission limits. |

| Additional Information | Affected facilities are those that emitted more than 500 tons of SO2 or NOx during the calendar years 1997, 1998, or 1999, and which include a fossil fuel fired boiler or indirect heat exchanger that: (1) is regulated by the Acid Rain Program, (2) serves a generator with a nameplate capacity of 100 MW or greater, (3) was permitted prior to August 7, 1977, and (4) has not since then received approval under 310 CMR 7.00 Appendix A or a permit pursuant to PSD requirements prior to October 31, 1998. |
