Critical InformationThe New York Public Service Commission (NYPSC) adopted standby rates and procedures for the six investor owned utilities in the state: Consolidated Edison Company of New York, Inc. (Con Edison), New York State Electric & Gas Corporation (NYSEG), Orange & Rockland Utilities, Inc. (O&R), and Rochester Gas and Electric Corporation (RG&E), and Central Hudson Gas & Electric Corporation (Central Hudson). Small CHP systems (less than 1 MW) and other environmentally beneficial technologies are eligible and can choose among three rate options. They can either remain on the current standard rate, shift to the new standby rate, or choose a five-year phase-in period beginning on the start date of the new rates. To be eligible CHP systems must begin operation prior to 3/1/2006, have a minimum efficiency of 60 percent, and have a thermal output of at least 20 percent.

The deadline for the standby rate exemption was originally 5/31/2006. However, the PSC decided to issue an order on 5/23/06 to extend the standby rate exemption until 5/31/2009.
