Additional Information In May 2008, the South Carolina Public Service Commission (PSC) issued a directive that required investor-owned electric utilities (IOUs) to provide net metering for customers by July 1, 2008. The PSC asked the following IOUs to provide a time-of-use and a flat-rate net metering option for their customers: Progress Energy, Duke Energy, and SCE&G. Santee Cooper has had a net billing pilot program since October 2007. The SC PSC net metering directive did not include any definitions or parameters to govern the utility programs and this has resulted in varying net metering and net billing programs amongst the IOUs in the state. Additionally, the electric cooperatives in South Carolina, which purchase power from Santee Cooper, announced a pilot net metering program in February 2008. However, rates and programs vary amongst the various electric cooperatives.
