Critical InformationU.S. Department of Energy (DOE) released program guidelines for $2 billion in loan guarantees, which are made available under Title XVII of the Energy Policy Act (EPAct) of 2005. The final regulation provides that the Department may issue guarantees for up to 100 percent of the amount of a loan, subject to the EPAct limitation that DOE may not guarantee a debt instrument for more than 80 percent of the total cost of an eligible project. A broad range of projects are eligible for funding. For fiscal year 2008, DOE has proposed issuing $4 billion in funding for power generation facilities such as nuclear facilities or carbon sequestration optimized coal power plants; $4 billion in funding for projects which promote biofuels and clean transportation fuels; and $1 billion in loans for projects using new technologies for electric transmission or renewable generation systems.
