The mission of the Northeast Clean Energy Application Center is to facilitate the technology transfer and deployment of advanced CHP technologies in the Northeast. Increasing CHP penetration will improve the environment, raise productivity in buildings and industry, lower regional energy costs, strengthen energy security, enhance consumer choice, and reduce price risks for end-users. The program is funded by the U.S. Department of Energy (DOE) and the New York State Energy Research and Development Authority (NYSERDA). The Northeast Regional Application Center (NRAC) has two offices, with a co-director in each office. The first, at the University of Massachusetts Energy Center for Energy Efficiency and Renewable Energy, will concentrate on technical assistance. The second, at Pace University School of Law's Pace Energy Project, will focus on education and outreach.
NRAC activities are guided by an Advisory Board to insure that state-sponsored resources are deployed in a manner responsive to state and regional concerns. The Advisory Board representing the interests of the seven member states (Connecticut, Maine, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont), which was established to guide the Center's efforts, convened its kickoff meeting on August 22, 2002. There is already a Northeast CHP Initiative (NECHPI), an alliance of more than 40 organizations, which formed an outgrowth of DOE Regional CHP Roadmapping workshops, and has been meeting since December 2001. NECHPI membership includes the Regional DOE Office, EPA, state energy offices, gas and electric utility advocates, public utility commissioners, and CHP equipment vendors and projects developers. The NRAC will work in coordination with the NECHPI and existing public entities, such as the Massachusetts Renewable Energy Trust, the Connecticut Clean Energy Fund, and NYSERDA.
