Incentive Size and Funding SourceThe New Hampshire Pay for Performance (P4P) program works with large energy consumers to improve energy efficiency in their facilities. This program is funded through proceeds from the Regional Greenhouse Gas Initiative (RGGI). P4P incentives are awarded upon the satisfactory completion of two or three program milestones, depending on the facility and improvement plans. Applicants can choose between two options: Pay for Performance program or the Alternate Path model (for projects that cannot reach a 15% reduction and/or are not good candidates for building modeling).

The Pay for Performance option provides incentives that are awarded upon the satisfactory completion of three program milestones:
  • On approval of the energy reduction plan and at the beginning of construction, recipients are provided an incentive based on the building size:
    <100,000 sf = $0.18/ sf
    100,000 - 200,000 sf = $0.15/ sf
    >200,000 sf = $0.10/ sf.
    This is designed to defray the cost of the Energy Reduction Plan.
  • When construction has been completed and approved, recipients are provided $0.22/ kWh saved and $22.00/ MMBTU saved based on projected energy savings.
  • One year post-construction, recipients are provided with $0.08/ kWh saved and $8.00/ MMBTU saved based on actual energy savings performance.
The Alternate Path provides incentives that are awarded upon the satisfactory completion of two program milestones:
  • On approval of application package, recipients are provided with $0.05/ sf (capped at $5,000) to help defray the cost of developing energy savings calculations.
  • When it is verified that the installation of measures proposed has been completed, recipient are provided $0.16/ kWh saved and $16.00/ MMBTU saved based on the projected energy savings.
The second incentive (for both options) and the third incentive (for the Pay for Performance option) are capped at $300,000 or 50% of the project cost. In addition, there is an annual entity (e.g., municipality, SAU, corporation) cap of $750,000 per year.
Eligible RecipientCommercial, industrial and municipal facilities with an electrical demand of at least 100 kilowatts (during any of the previous 12 months) and/or that consume at least 1,000 MMBTU annually for space or process heating. Also available to schools, universities, hospitals and other institutional facilities.
