| Incentive Size and Funding Source | The SEF was founded as a result of the Pennsylvania Public Utility Commission electric utility restructuring proceedings. The fund has collected slightly more than $25 million since opening through a rate surcharge on PPL ratepayers. The surcharge expired and was not renewed at the end of 2006. Financial incentives are offered as loans to promote clean energy technologies and for projects where energy savings are measurable. Loan amounts vary by project, but may provide up to 100% of financing needs. Other financing benefits include subordinate lien positions, interest only payment periods, payments sized to energy savings and no prepayment penalty. Minimum funding is $35,000 direct or $10,000 through an Energy Services Provider (ESP). The maximum loan is $1 million. Financing terms are customized to the unique requirements of individual projects. |
