Create a Collaborative
Tools by Step
A “collaborative” is a stakeholder group convened for the purpose of initiating a clean energy planning process. A first step towards establishing a collaborative involves identifying and engaging key organizations. State government participants may include state agencies, the office of the governor, the legislature, and state universities.
Other stakeholders may include energy industry players such as utilities, regional transmission organizations, independent system operators, and independent power producers; environmental and consumer organizations; the public; and private sector interests who maintain significant data and analytic capabilities.
One example of how policy can be developed through a collaborative effort is the Northwest Power and Conservation Council’s “Fifth Regional Power Plan.” In this case, a wide range of stakeholders worked together to establish consensus recommendations on the role for clean energy in the regional power system over the long term.
