The Climate and Energy Tools and Resources Compendium is designed to help state officials plan for and evaluate clean energy policies and programs. The models, calculators, and guidance described here help states understand, quantify, and communicate the energy, environmental, and economic benefits of these actions. Each of the tools and resources is publicly available at no cost, and can be accessed through the links provided.

State clean energy planning typically starts by engaging state agencies, non-government organizations, industry, and others in a stakeholder group tasked with identifying clean energy options. Fostering dialogue among these groups can be an effective way to solicit a range of perspectives and build support for related policies and programs. Stakeholder participation often involves assessing existing policies, designing new policies, setting a clean energy goal, and evaluating progress towards that goal.
