Accounting Framework for Biogenic CO2 Emissions from Stationary Sources
The purpose of this study is to consider the scientific and technical issues associated with accounting for biogenic CO2 emitted from stationary sources and to develop a framework to account for those emissions. It presents a methodology for “adjusting” estimates of onsite biogenic CO2 emissions on the basis of information about the carbon cycle. This study recognizes that whether or not onsite biogenic CO2 emissions are included in a stationary source program is a policy decision. It does not make recommendations for or against accounting for biogenic CO2 emissions at stationary sources, but it does identify methodological implications, and it recommends a framework to implement such a policy- or program-specific decision in a scientifically and technically rigorous manner.
