State Inventory Guidance

EPA assists states in the inventory process by providing technical assistance and guidance on how to prepare inventories. One of the ways EPA provides assistance is through the development and continued revision of an inventory guidance document. Originally published in 1995, this guidance has been updated a number of times and the latest guidance document is the Emissions Inventory Improvement Program (EIIP) Document Series, Volume VIII: Estimating Greenhouse Gas Emissions. Updates incorporate changes in Intergovernmental Panel on Climate Change (IPCC) guidance, U.S. inventory methods and input from a panel of state representatives through the auspices of the EIIP.

Sponsored jointly by EPA and the State and Territorial Air Pollution Program Administrators/ Association of Local Air Pollution Control Officials, the EIIP is an effort to develop standard methodologies for preparing state emission inventories. The guidance is currently under review and the companion State Inventory Tool is under development. Current versions of the guidance document and the State Inventory Tool are available from EPA and new versions are under development. The Intergovernmental Panel on Climate Change Exit EPA Disclaimer develops internationally accepted methods for preparing national greenhouse gas inventories. The Revised 1996 IPCC Guidelines Exit EPA Disclaimer, along with IPCC Good Practice Exit EPA Disclaimer, form the basis of existing U.S. and individual state inventories. The 2006 IPCC Guidelines Exit EPA Disclaimer contain updated information that will be useful for future inventories.

The IPCC Guidelines provide flexibility to use a range of methods and data, reflecting the diversity of national circumstances around the world. The U.S. National Greenhouse Gas Inventory takes full advantage of the flexibility and adapts the IPCC guidelines to U.S. conditions.

For state inventories, Volume VIII: Estimating Greenhouse Gas Emissions provides similar flexibility in its methods for states to estimate the following GHG emissions and sinks:

For each sector, the methods describe sources of data, emission factors for GHGs, calculation methods, sources of uncertainty, and suggestions for reporting.
