Details: The Metropolitan Washington Council of Governments (MWCOG), which is made up of 21 jurisdictions in Maryland, Virginia, and the District of Columbia, launched a regional climate change initiative in May 2007. Its climate change program is one of the first in the country to involve localities over an entire metropolitan area.

Reporting

Electricity Disclosure

Status: Completed

Details: In December 2004, D.C. Council passed Bill 15-872 (codified in D.C. Code § 34-1504), which requires the Public Service Commission to direct, if determined feasible, electricity suppliers to disclose emissions information for electricity sold in the District of Columbia. If feasible, electricity suppliers must disclose emissions every six months on a pound per megawatt-hour basis. Emissions reporting includes carbon dioxide, nitrogen oxide, sulfur dioxide, and any other pollutants specified by the Commission.

GHG Registry

Status: In Progress

Details: Member of The Climate Registry - a collaboration aimed at developing and managing a common GHG emissions reporting system across states, provinces, and tribes. It will provide an accurate, complete, consistent, transparent, and verified set of GHG emissions data from reporting entities, supported by a robust accounting and verification infrastructure. Members released a final General Reporting Protocol in May 2008. The Climate Registry plans to start accepting data in summer 2008.
