Planning and Measurement

State Advisory Board

Status: Completed

Details: On April 27, 2007, Iowa Governor Chet Culver signed SF 485, establishing a Climate Change Advisory Council that will be composed of a range of governor-appointed stakeholders, as well as members of the legislature. The council is charged with developing a range of scenarios for reductions of statewide GHG emissions, including the possibility of cutting emissions 50% by 2050, and recommending the best strategies for statewide emissions reductions. The council submitted its recommendations to the governor and the general assembly by January 1, 2008.

Regional Initiatives

Status: Completed

Details: Member of the Midwestern Regional Greenhouse Gas Reduction Accord, signed on November 15, 2007.
Powering the Plains Participant - Participants meet quarterly to develop and implement strategies, policies, initiatives and projects in energy and agriculture that add value to the region's economy while reducing the risk of climate change and other environmental concerns. Specific focus areas include renewable energy development, hydrogen production, carbon sequestration, coal gasification, and environmental credit trading.

GHG Inventory

Status: Completed

Details: The Iowa Department of Natural Resources (Iowa DNR), developed an updated inventory of GHG emissions and forecast from 1990-2025 in April 2008. The report presents a preliminary assessment of the State's greenhouse gas (GHG) emissions and anthropogenic sinks (carbon storage) from 1990 to 2025. In addition, on August 28, 2008, the Iowa DNR released "2007 Greenhouse Gas Emissions from Select Iowa Source Categories." This report is the first inventory of point source-specific greenhouse gas emissions conducted for the State of Iowa.
An inventory completed in 2005 covers emissions from 2000 with comparison to emissions in 1990 (from previous inventory completed in 1995).

Climate Change Action Plan

Status: Completed/Further Work In Progress

Details: SF 485, signed April 27, 2007, creates an Iowa Climate Change Advisory Council (ICCAC) tasked with developing multiple scenarios designed to reduce statewide GHG emissions, including one scenario that would reduce such emissions by 50% by 2050. The ICCAC submitted an interim report to the govenor and to the state legislature on January 1, 2008, and will continue its work and submit another report by December 31, 2008. Climate Change Action Plan completed in 1996.

Lead by Example Target

Status: No Activity Identified

Statewide GHG Target

Status: Proposed

Details: On December 14, 2007 Iowa state officials rolled out a new energy-independence plan that recommends setting standards to reduce GHG emissions 80% by 2050 through multiple strategies. The proposal, from Governor Chet Culver's new Office of Energy Independence (OEI), needs the approval of the Iowa Legislature before it takes effect. Member of the Midwestern Regional Greenhouse Gas Reduction Accord, signed on Nov. 15, 2007. Under the Accord, members agree to establish regional GHG reduction targets, including a long-term target of 60% to 80% below current emissions levels, and develop a multi-sector cap-and-trade system to help meet the targets.

Reporting

Electricity Disclosure

Status: Completed

Details: Since 2003, required by the Iowa Department of Commerce Utilities Board (DOCKET NO. RMU-03-8), each utility's annual report must include an estimate of sulfur dioxide, nitrogen oxides, and carbon dioxide emissions for each known fuel and resource.

GHG Registry

Status: In Progress

Details: On April 27, 2007, Iowa Governor Chet Culver signed SF 485, directing the Department of Natural Resources to establish a voluntary GHG registry to aid with the tracking and crediting of entities in the state that reduce their GHG emissions or that implement energy efficiency measures.
Member of The Climate Registry - a collaboration aimed at developing and managing a common GHG emissions reporting system across states, provinces, and tribes. It will provide an accurate, complete, consistent, transparent, and verified set of GHG emissions data from reporting entities, supported by a robust accounting and verification infrastructure. Members released a final General Reporting Protocol in May 2008. The Climate Registry plans to start accepting data in summer 2008.

Mandatory GHG Reporting

Status: Completed

Details: On April 27, 2007, Iowa Governor Chet Culver signed SF 485, which directs the Department of Natural Resources to establish a method for collecting data from producers of GHGs regarding generated GHG emissions. The data, which is mandatory, will feed into the state's GHG inventory.

Details: The Governor of Iowa signed the Midwestern Greenhouse Gas Accord on November 15, 2007. Participating states jointly endeavor to develop a market-based and multi-sector cap-and-trade mechanism to help achieve GHG reduction targets.

Transportation Sector

GHG Auto Standards

Status: Proposed

Details: Iowa state officials rolled out a new energy-independence plan on December 14, 2007, that calls for new automobile emissions standards for new cars sold in Iowa (similar to California's standards). The proposals, from Governor Chet Culver's new Office of Energy Independence (OEI), need the approval of the Iowa Legislature before they take effect.
