Established in 1999, the core mission of UNC's EFC focuses on the environmental financing needs of underserved populations in small to medium sized communities, particularly those that are considering interlocal or regional arrangments for environmental infrastructure.

Focus:
The Southeast Regional Environmental Finance Center at Louisville established in 1999, provides technical assistance and training in: addressing and managing conflicts that arise between environmental protection and economic development.
The EFC has two broad mandates from EPA:
- To develop more economically efficient and environmentally friendly incentives and other measures that encourage stable and sustainable human settlements.
- To improve the efficiency of environmental infrastructure service delivery.
