Executive Summary
Founded in 1992, the Council is EPA's national advisory committee for the formulation of recommendations and advice on environmental education. The Council provides a forum for public discussion and the development of independent advice and counsel to the Administrator by taking advantage of the differing perspectives on environmental education by representatives of business and industry, primary and secondary education, colleges and universities, non-profit organizations, state departments of education and natural resources, and senior Americans.
The mission of the Council is to provide national leadership and strategic expertise through the US Environmental Protection Agency regarding environmental education policy, programs and coordination. The Council's activities are designed to ensure that environmental education is a recognized and appropriately utilized tool in EPA for protecting human health and the environment.
Mandate and Membership
Section 9 (a) and (b) of the National Environmental Education Act of 1990 (PL-101-619) mandates the National Environmental Education Advisory Council. The Advisory Council provides advice, consults with, and makes recommendations to the Administrator of the U.S. Environmental Protection Agency (EPA) on matters relating to the activities, functions, and policies of EPA under the Act. The Act requires that the Council be comprised of eleven (11) members appointed by the Administrator of EPA. Members represent a balance of perspectives, professional qualifications, and experience. The Act specifies that members represent the following sectors:
- Primary and secondary education (one must be a classroom teacher)--two members
- Colleges and universities--two members
- Not-for-profit organizations involved in environmental education--two members
- State departments of education and natural resources-one member each
- Business and industry--two members
- Senior Americans--one member
Members are chosen to represent the various geographic regions of the country, and the Council pro-actively seeks culturally diverse representation.
EPA particularly seeks candidates for membership with demonstrated experience and/or knowledge in any of the following environmental education issue areas:
- Integrating environmental education into state and local education reform and improvement
- State capacity building
- Cross-sector partnerships; leveraging resources for environmental education
- Design and implementation of environmental education research
- Professional development for teachers and other education professionals
- Targeting under-represented audiences, including low-income and multi-cultural audiences, senior citizens, and other adults
Members are expected to participate in monthly conference calls and up to two (2) meetings per year. Members of the Council receive compensation and allowances, including travel expenses, at a rate fixed by the Administrator.
There are currently 3 vacancies to fill on the Council:
- One State Department of Education
- One Primary and Secondary Education (does not need to be a classroom teacher)
- One Senior American (the purpose of this slot is to engage senior Americans in environmental education)
Although there are currently only 3 vacancies, we are always seeking qualified candidates for all of the sectors represented on the Council. Application materials from qualified candidates for the slots not currently vacant will be maintained by the NEEAC staff and reviewed when additional members are needed.
How to Submit Applications
Any interested and qualified individuals may be considered for appointment to the National Environmental Education Advisory Council. Applications should be submitted in electronic format to Ginger Potter, the Designated Federal Officer, and contain the following:
- contact information including name, address, phone and fax numbers and an email address
- a curriculum vita or resume
- the specific area of expertise in environmental education and the sector/slot the applicant is applying for
- recent service on other national advisory committees or national professional organizations
- a one-page commentary on the applicant's philosophy regarding the need for, development, implementation and/or management of environmental education nationally
Additionally, a supporting letter of endorsement is required. This letter may also be submitted electronically as described above. Non-electronic submissions must contain the same information as the electronic. The deadline for submission of application materials for the current (3) vacancies is August 24, 2009.
