Grants and Funding

Texas provides grant funding under its NTRD Program to expedite the commercialization of new and innovative emission reduction technologies that will improve the air quality of Texas. NTRD funded projects should facilitate commercialization of technologies that could receive funding under the Texas Emissions Reduction Plan (TERP) incentive grants program. The Texas Commission on Environmental Quality (TCEQ) Emissions Reduction Incentive Grants (ERIG) Program provides grants to eligible projects in non-attainment areas and affected counties. The grants offset the incremental costs associated with reducing emissions of oxides of nitrogen (NOx) from high-emitting internal combustion engines. Grants awarded before fiscal year 2006 are administered by the TCEQ. Later grants are awarded and administered by the Texas Environmental Research Commission (TERC) through the Houston Advanced Research Center (HARC). ETV is one of two verification programs specified in the TERC NTRD Request for Grant Applications (RFGAs). Texas also has a program to evaluate low-emission diesel fuels (i.e., TxLED) intended for non-compliance areas. ICAT grants are used to co-fund field demonstration projects for innovative air pollution prevention, control, and monitoring technologies, as well as greenhouse gas reducing technologies. The objective is to advance such technologies toward commercial application in California. ICAT and ETV are interested in collaborating. NYSERDA is a public benefit corporation created in 1975 by the New York State Legislature. NYSERDA is committed to using “innovation and technology to solve some of New York's most difficult energy and environmental problems in ways that improve the State's economy.” Periodically, NYSERDA releases Program Opportunity Notices (PON) that can be use to co-fund innovative environmental technology demonstrations and verifications. Two of these notices have specifically mentioned the ETV Program and led to technology verifications: PON 768 – Environmental Product and Process Development and Evaluation, and PON 944 – Clean Diesel and Environmental Technology. NYSERDA and ETV are interested in additional collaborations. Technology developers, vendors, firms, individuals, and organizations interested in pursuing verification under a NYSERDA PON should contact the appropriate ETV verification center for their technology. NYSERDA's solicitations are primarily directed at individuals, firms, or organizations from New York State, however, out-of-state parties may apply if they have New York-based subsidiaries or business partners, or they can show that the process or product will benefit the state of New York. ESTCP is a DoD program that promotes innovative, cost-effective environmental technologies through demonstration and validation at DoD sites. These technologies provide a return on investment through cost savings and improved efficiency, as well as reduce environmental risks. ESTCP offers funding in the following four focus areas: Environmental Restoration, Munitions Management, Sustainable Infrastructure, and Weapons Systems and Platforms. ETV has centers that verify technologies in at least two of these areas: Environmental Restoration (e.g., monitoring) and Sustainable Infrastructure (e.g., energy). ESTCP and ETV are interested in collaborating. Technology developers, vendors, or research, development and/or demonstration firms who want to pursue ETV verification with ESTCP support must submit pre-proposals to ESTCP as part of their annual solicitation. Parties interested in teaming with ETV as part of an ESTCP solicitation may also contact the appropriate ETV verification center for their technology to see if a teaming arrangement is possible.
