11/29/2011 76 FR 73866 Final Rule - Mandatory Reporting of Greenhouse Gases Amends specific provisions in the Mandatory Reporting of Greenhouse Gases Rule to correct certain technical and editorial errors that had been identified since promulgation and to clarify certain provisions that had been the subject of questions from reporters. These changes include additional information to clarify compliance obligations, correct data reporting elements so they more closely conform to the information used to perform calculations, and make other corrections and amendments. In addition, these amendments allow a limited, one-time six month extension of the 2012 reporting deadline for facilities and suppliers that contain one or more source categories for which data collection began in 2011. EPA has received petitions for reconsideration on some of these subparts. 04/25/2011 76 FR 22825 Final Rule: Grant of Reconsideration - Mandatory Reporting of Greenhouse Gases from Petroleum and Natural Gas Systems – Subpart W On November 30, 2010 EPA promulgated Subpart W: Petroleum and Natural Gas Systems of the Greenhouse Gas Reporting Rule. As part of the provisions outlined in this rule, the EPA stated that the Agency would allow certain owners or operators to use best available monitoring methods (BAMM) in lieu of specified parameters outlined for calculating greenhouse gas emissions for the petroleum and natural gas systems source category of the greenhouse gas reporting rule. Specifically, requires emissions reporting from the following industry segments: Onshore petroleum and natural gas production, offshore petroleum and natural gas production, natural gas processing, natural gas transmission compressor stations, underground natural gas storage, liquefied natural gas (LNG) storage, LNG import and export terminals, and distribution. The proposed supplemental rulemaking does not require control of GHGs, rather it requires only that sources above certain threshold levels monitor and report emissions. 04/10/2009 75 FR 16448 Original Proposed Rule – Mandatory Reporting of Greenhouse Gases Proposes a regulation to require reporting of greenhouse gas emissions from all sectors of the economy. The proposed rule applies to fossil fuel suppliers and industrial gas suppliers, as well as to direct greenhouse gas emitters. The proposed rule does not require control of greenhouse gases, rather it requires only that sources above certain threshold levels monitor and report emissions. Subpart W was originally proposed in this rule, and then re-proposed on 4/12/10.
