<title>EPA Issues NODA on Global Warming Potentials</title>

<description><![CDATA[<p>EPA is making available for public comment estimated global warming potentials (GWPs), and the analysis supporting them, for several fluorinated GHGs and fluorinated HTFs. The Notice of Data Availability (NODA) provides a thirty (30) day comment period following publication in the Federal Register. <title>Administrator signs direct final action to revise Subpart W BAMM</title>

On February 7, 2013, the EPA Administrator signed a direct final action revising the deadline by which owners or operators of facilities subject to the Petroleum and Natural Gas Systems Source Category of the Greenhouse Gas Reporting Rule (40 CFR Part 98) must submit requests for use of best available monitoring methods (BAMM) to the Administrator. More specifically, this action amends the September 30 deadline for submitting BAMM requests to June 30 of each year prior to the reporting year for which use of BAMM is sought. <title>EPA releases 2011 Greenhouse Gas Reporting Program (GHGRP) data</title>

<description><![CDATA[<p>The second year of GHGRP data includes information from facilities in 41 source categories. The 2011 data set contains information collected from approximately 1,000 facilities in 12 new source categories, including petroleum and gas natural systems, industrial landfills, coal mines and others. Highlights include: power plants remain the largest stationary source of GHG emissions, with 2,221 million metric tons carbon dioxide equivalent (mmtCO<sub>2</sub>e), roughly one-third of total U.S. emissions. Petroleum and natural gas systems were the second largest sector, with emissions of 225 mmtCO<sub>2</sub>e. Refineries were the third-largest emitting source, with 182 mmtCO<sub>2</sub>e. EPA now has two years of GHG data for the original 29 source categories. <a href="http://www.epa.gov/ghgreporting/ghgdata/2011data.html">Overall emissions reported from these 29 sources were 3 percent lower in 2011 than in 2010, drive by a decrease in emissions from power plants</a>. <title>Updated Greenhouse Gas Reporting Program Website</title>

<description><![CDATA[<p>EPA has launched an updated Greenhouse Gas Reporting Program (GHGRP) website. The new landing page will make it easier for users to find greenhouse gas data, access summary information, and identify new information released by the program.<br><br>
The new landing page also links to a newly formatted page geared specifically for facilities and suppliers that report under the program. This page provides easy access to all the critical resources including e-GGRT, rulemaking notices, resources by subpart, training and testing opportunities, information on the treatment of sensitive business data, and the help desk. We also added some new features such as important dates/deadlines and a link to the electronic Code of Federal Regulations (eCFR), which is the most current copy of the entire 40 CFR Part 98.

Users should update their bookmarked pages to reflect the <a href="http://www.epa.gov/ghgreporting/index.html">new web page address</a> (http://www.epa.gov/ghgreporting/index.html) that are important to them. They will be re-directed to the new pages in the short-term but a permanent fix is to bookmark the new page.</p>]]></description>

Fluorinated Greenhouse Gases Contained in Pre-charged Equipment or Closed-cell Foams), RR (Geologic Sequestration of Carbon Dioxide), SS (Electrical Equipment Manufacture or Refurbishment), TT (Industrial Waste Landfills), and UU (Injection of Carbon Dioxide)], and finalizes amendments to subpart I (Electronics Manufacturing) to remove the requirement for a facility to recalculate the previous reporting years' emissions and resubmit them to EPA where the use of best available monitoring methods (BAMM) is allowed.  <title>Updated GHGRP data released</title>

<description><![CDATA[<p>On April 16, 2012, EPA is releasing updated greenhouse gas data collected through the Greenhouse Gas Reporting Program (GHGRP) for reporting year 2010. These files are available for download here: <a href="http://www.epa.gov/ghgreporting/ghgdata/2010data.html">http://www.epa.gov/ghgreporting/ghgdata/2010data.html</a>.</p>
<p>For the first time, EPA is releasing data reported by suppliers of petroleum products as reported under Subpart MM for 2010. The total GHG quantity associated with products supplied by each refinery is available in the suppliers portion of the publication tool, and also available for download. EPA has also made available for download the total GHG quantity reported by <em>importers</em> and <em>exporters</em> of petroleum products as reported to the GHGRP for 2010.</p> 
<p>Facilities continue to re-submit their 2010 GHG annual reports; therefore, EPA has released updated versions of all files available for download and updated each facility's 2010 report in the GHGRP publication tool. All data is now consistent with the latest report received from facilities by April 6, 2012.</p>
<p>EPA has updated the data in the excel file that summarizes 2010 data to now include emissions reported by facilities under Subpart U &mdash; Miscellaneous Use of Carbonates. This file also now indicates which facilities report CO2 emissions that include CO2 collected on-site and used to manufacture other products or transferred off-site or injected.</p>
<p>EPA has updated the publication tool to reflect the county in which each facility is located in. This information was incomplete in the last release.</p>]]></description>

	 <title>EPA Releases Updated 2010 GHGRP Data</title>

	  	  <description><![CDATA[<p>On February 22, 2012, EPA updated the Greenhouse Gas Reporting Program (GHGRP) <a href="http://ghgdata.epa.gov/ghgp/main.do">data publication tool</a> to reflect revised data submitted by facilities in the December 17th &ndash; February 10th time frame <link>. EPA also made other improvements to the data publication tool, including adding features to perform new queries of the data.</p>
<p>In addition, two new GHGRP data sets are being released and may be found on the <a href="http://www.epa.gov/ghgreporting/ghgdata/2010data.html">GHGRP data downloads page</a>. The first data set includes non confidential data elements provided by reporters and is available in XML format.  The types of data elements provided in this file include methods used by the facilities to estimate their emissions, unit level data (if this data is non-confidential) and other facility-specific data. The second file contains the name and location of each facility's highest-level United States parent company or companies, as reported to EPA.</p>

These data elements will be reported to EPA for the first time in September 2012. These data elements will be reported to EPA for the first time in September 2012. In addition, this action proposes to amend subpart I to remove the requirement that facilities that use best available monitoring methods (BAMM) recalculate the previous reporting years' emissions and resubmit them to EPA.</p><p>On February 10, 2012, the U.S. Environmental Protection Agency (EPA) also issued a final action to amend the Electronics Manufacturing source category of the Greenhouse Gas Reporting Rule, part 98. More specifically, EPA finalized amendments to the definition of fluorinated heat transfer fluids (HTFs) and to the provisions to estimate and report emissions from HTFs. 	  	  <description><![CDATA[<p>On December 22, 2011, EPA issued a proposal to determine whether the Greenhouse Gas Reporting Program data elements in subparts L (Fluorinated Gas Production), DD (Electrical Transmission and Distribution Equipment Use), QQ (Importers and Exporters of Fluorinated Greenhouse Gases Contained in Pre-charged Equipment or Closed-cell Foams), RR (Geologic Sequestration of Carbon Dioxide), SS (Electrical Equipment Manufacture or Refurbishment), and UU (Injection of Carbon Dioxide) of Part 98 would or would not be entitled to confidential treatment under the Clean Air Act (CAA). These data elements will be reported to EPA for the first time in 2012. 	 <title>Greenhouse Gas Reporting Program: Special Rules Governing Certain Information Obtained Under the Clean Air Act: Technical Correction</title>

	  	  <description><![CDATA[<p>On November 9, 2011, the U.S. Environmental Protection Agency finalized technical corrections and other clarifying amendments to seven subparts under the Greenhouse Gas Reporting Rule (40 CFR part 98). In this action, EPA amended 40 CFR part 98 to correct technical and editorial errors and to address certain issues identified as a result of working with entities required to report during rule implementation and outreach.   In general, these amendments do not change the overall requirements of the rule but improve clarity and ensure consistency across the calculation, monitoring and data reporting requirements. In addition, EPA has provided a one-time extension of the reporting deadline to September 28, 2012 for any entity that reports under the following source categories:</p>
		  <ul>
		  	<li>Electronics Manufacturing (Subpart I)</li>
			<li>Fluorinated Gas Production (Subpart L)</li>
			<li>Magnesium Production (Subpart T)</li>
			<li>Petroleum and Natural Gas Systems (Subpart W)</li>
			<li>Use of Electric Transmission and Distribution Equipment (Subpart DD)</li>
			<li>Underground Coal Mines (Subpart FF)</li>
			<li>Industrial Wastewater Treatment (Subpart II)</li>
			<li>Imports and Exports of Equipment Pre–charged with Fluorinated GHGs or Containing Fluorinated GHGs in Closed–cell Foams (Subpart QQ)</li>
			<li>Carbon Dioxide Injection and Geologic Sequestration (Subpart RR)</li>
			<li>Manufacture of Electric Transmission and Distribution (subpart SS)</li>
			<li>Industrial Waste Landfills (Subpart TT) and;</li>
			<li>Injection of Carbon Dioxide (Subpart UU)</li>
		</ul><p>2011 is the first year for data collection for these subparts. 	 <title>Subpart I Flexibility Rule Finalized</title>

	  	  <description><![CDATA[<p>September 16, 2011, U.S. Environmental Protection Agency (EPA) Administrator Lisa P. Jackson signed a final rule that, when effective, allows the largest  semiconductor manufacturing facilities the option to use an alternate methodology to calculate their greenhouse gas emissions from etch processes during the reporting years of 2011, 2012, and 2013. This amendment allows use of default emission factors instead of using directly measured recipe-specific emission factors. In addition, the final rule extends two of the dates in the Subpart I provisions related to the use of best available monitoring methods (BAMM). In addition, EPA has expanded the types of emission sources that are permitted to use BAMM in 2011 without being required to submit a request for approval from the Administrator. 	  	  <description><![CDATA[<p>EPA is announcing its intention to extend the reporting deadline for companies reporting 2010 GHG data, with plans for reporting to begin in late summer. The agency will provide more detail on these intended changes in the coming weeks and will ensure that this reporting extension is in effect before the original reporting deadline of March 31, 2011. 	  	  <description><![CDATA[<p>The deadline for reporting of greenhouse gas (GHG) data for facilities and suppliers covered by 40 CFR Part 98 for the 2010 calendar year is rapidly approaching. The first reports are due by March 31, 2011. In order to submit reports, a facility must first submit a valid Certificate of Representation through EPA's electronic Greenhouse Gas Reporting Tool (e-GGRT). The deadline for this &quot;registration&quot; step is January 30, 2011.
