The EPA's Global Methane Initiative (GMI) has issued a major Request for Proposals (RFP) (PDF) (37 pp, 132K) to fund projects and activities that advance methane abatement, recovery and use as a clean energy source. This solicitation is EPA-OAR-CCD-11-11: "Activities that Reduce Global Anthropogenic Methane Emissions."

The total estimated amount for this competitive funding opportunity is up to $5,000,000. EPA expects to award up to thirty-five cooperative agreements through this announcement, at $100,000 to $750,000 per award. The project period for awards resulting from this solicitation will begin in January 2012. Proposed project periods may be up to three years.

Successful proposals will support GMI's Country Action Plans and advance project development in the following partner countries: Argentina, Brazil, Bulgaria, Chile, China, Colombia, Dominican Republic, Ecuador, Ethiopia, Georgia, Ghana, India, Indonesia, Jordan, Kazakhstan, Republic of Korea, Mexico, Mongolia, Nigeria, Pakistan, Peru, Philippines, Poland, Russia, Serbia, Thailand, Turkey, Ukraine, and Vietnam.

Applications must be received no later than January 19, 2012, 4:00 p.m. EST.

Who is eligible?

Proposals will be accepted from States, local governments, territories, Indian Tribes, and possessions of the U.S., including the District of Columbia, foreign governments, international organizations, public and private universities and colleges, hospitals, laboratories, other public or private non-profit institutions, which submit proposals proposing projects with significant technical merit and relevance to EPA's Office of Air and Radiation's mission.

For-profit organizations and U.S. federal agencies are not eligible for this grant.

What types of projects are eligible?

Eligible projects will focus on technology transfer and/or deployment of technology, technical reports, feasibility and pre-feasibility studies, databases of methane emissions or potential sites for projects, information clearinghouse, training and/or capacity building, study tours, conferences, project expositions, workshops, improved methane emissions estimates, country-wide methane reduction programs. We will not award funding to projects that are duplicative of existing cooperative agreements and encourage potential grantees to contact the EPA sector experts listed below to ensure that the proposed work does not duplicate other work funded under the Global Methane Initiative program. Projects and activities focused on promoting methane projects within the U.S. are not within the scope of this RFP and will not be considered. However, eligible U.S.-based organizations may apply for grants to perform work in other Global Methane Initiative countries.

How do I apply?

  2. Develop your proposal following the Grant Application Guidance

    All proposal submissions, regardless of mode of transmission, must contain a completed and signed SF-424, Application for Federal Assistance (PDF) (6 pp, 599K), a completed SF-424A, Budget Information-Non-Construction Programs (PDF) (4 pp, 115K), and a Narrative Proposal as described in the Request for Proposals (RFP) (PDF) (37 pp, 132K).

  3. Submit your proposal

    Proposals can be submitted in one of two ways: 1) Hard copy by express delivery service or hand delivery or; 2) Electronic submission through www.grants.gov. The RFP provides details on these submission options. Proposals received after the closing date and time will not be considered for funding.

    • If delivering a hardcopy, EPA must receive it no later than 4 p.m. EST on December 30, 2011. Because of the unique situation involving U.S. mail screening in Washington, DC, EPA is requesting that applicants hand-deliver or use an express mail (FedEx, UPS, DHL, courier, etc.) option to submit hard copy proposals. Please provide one original proposal and four copies (no binders or spiral binding). Proposals shall be addressed to:

    Global Methane Initiative Staff will not discuss draft proposals, provide informal comments on draft proposals, or provide advice to potential applicants on how to respond to the RFP.

    Potential applicants are responsible for the content of their proposal, and for ensuring that their proposal is submitted as specified in Section IV of the announcement. Receiving information from EPA does not guarantee funding.

How will I be notified of the status of my application?

EPA anticipates notification to the successful applicant via telephone, electronic or postal mail. Notification to successful applicants will advise the applicant that their Proposal has been successfully evaluated and recommended for full or partial award. This notification is not an authorization to begin performance. The notification will be sent to the original signer of the Standard Form (SF) 424, Application for Federal Assistance. The notice shall require submission of a Final Application. Authorization of awards is a process that can take up to 90 days from the date of recommendation.
