FY1999 - 2000 Great Lakes Priorities and Funding Guidance

FY1999 Grant Process

 

In November, 1998, GLNPO solicited preproposals for $4 million in projects to be funded during FY1999. The requested funding categories were: habitat protection and restoration; contaminated sediments; pollution prevention; exotic species; and emerging issues. More than 1,600 copies were distributed to States, Tribes, municipalities, universities, and others. The GLNPO Funding Guidance was announced via the Internet and the Federal Register, and was viewed close to 2100 times at its GLNPO Internet site. Furthering Agency goals for pollution prevention, GLNPO mailed out floppies containing a program for electronic submissions of preproposals and made the software available on its Internet site.

In response, 180 applicants submitted 244 preproposals, seeking $28 million in funding. The number of applicants and preproposals increased from FY98 (from 128 and 230, respectively); while the total funding requested decreased (from $30 million).

Applicants include: State agencies (35 preproposals); Universities (66); Federal agencies or research centers (38 ); Tribal organizations (6); Counties or municipalities (26); and Others ( 73). The number of preproposals from counties and Municipalities increased by 2/3. The number of preproposals submitted by most other types of organizations stayed about the same.

Preproposals are now being evaluated by EPA staff in a review which will include "Lake Teams" having State, Tribal, and other federal participants.
