| Partner Profile The Encina Wastewater Authority (EWA) is a public Joint Powers Authority located in the Southern California City of Carlsbad that provides regulatory and wastewater treatment services to approximately 350,000 North San Diego County residents and industrial users. EWA is guided in principle by three goals: protecting North San Diego County’s ocean environment; producing and using renewable resources from the waste stream it treats; and giving the communities it serves a “good deal.” WE accomplishes this through a number of initiatives that include producing Green Power from biogas collected from the treatment of wastewater. In 2010, the EWA produced over 11.9 million kWhr’s on biogas saving ratepayers over $2.5 million. As Kevin M.
