The Encina Wastewater Authority (EWA) is a public Joint Powers Authority located in the Southern California City of Carlsbad that provides regulatory and wastewater treatment services to approximately 350,000 North San Diego County residents and industrial users. EWA is guided in principle by three goals: protecting North San Diego County’s ocean environment; producing and using renewable resources from the waste stream it treats; and giving the communities it serves a “good deal.” EWA accomplishes this through a number of initiatives that include producing Green Power from biogas collected from the treatment of wastewater. In 2013, the EWA produced over 12 million kWh on biogas saving ratepayers over $2 million. As Kevin M. Hardy, EWA General Manager, says, “Our Green Power Partnership is proof that EWA is a model of excellence and innovation in the wastewater industry."
