Biography

The Environmental Protection Agency today announced that Alvin L. Alm has assumed his duties as the Agency's Assistant Administrator for Planning and Management.
Mr. Alm, 36, is responsible for planning and integrating EPA's basic organizational strategies and priorities as well as administering the Agency's budget and personnel matters.
At the time of his appointment to the EPA position, Mr. Alm was serving as Staff Director for Program Development of the Council on Environmental Quality. Prior to that, he was employed by the U.S. Bureau of the Budget, serving as an Examiner on International Programs until 1966 and Principal Examiner on Water Pollution until he joined the staff of the Council on Environmental Quality. From 1961 to 1963, he was Management Intern and Contract Negotiator with the Atomic Energy Commission.
Mr. Alm's nomination by President Nixon to the EPA position was confirmed by the U.S. Senate on July 30, 1973.
A native of Denver, Colorado, Mr. Alm was born on January 27, 1937. He earned his A.B. degree in 1960 from the University of Denver and his M.P.A. degree in 1961 from the Maxwell School at Syracuse University.
Mr. Alm is married to the former Ronnie Elwell, and they reside in Washington, D.C.
