Biography

Thomas Edmund Carroll, a broadcasting executive, has been appointed Assistant Administrator for Planning and Management in the new Environmental Protection Agency. His nomination by President Nixon to the position was confirmed yesterday by the U.S. Senate.

The Environmental Protection Agency, which represents the Nixon Administration's major thrust in environmental affairs, was established December 2, 1970, and inherited organizational units from 15 ongoing Federal programs.

Carroll, 42, will be responsible for planning and integrating the agency's basic organizational strategies and priorities, as well as administering a budget and personnel staff that will almost double in size in a year's time.

The EPA's budget of approximately $1.3 billion for Fiscal Year 1971 has been proposed by the President to a level of $2.5 billion in the 1972 fiscal year. The agency's current work force of 5,300 persons will then reach 8,600 employees by the end of 1972.

As the chief planning officer for the agency, Carroll will also be initiating programs and setting goals in cooperation with conservation and environmental groups in the fight against pollution.

Since 1967, Carroll has been Executive Vice President and Director of the Evans Broadcasting Corporation. From 1966 to 1967, he was Director of Planning and a member of the Executive Office of the General Learning Corporation. Prior to that time, he served in various positions with Time Incorporated, including Associate Director of Planning in Time-Life Books Division and as Business Manager of Time-Life Broadcast Division.

After graduating from Yale University in 1950, Carroll earned a Doctor of Jurisprudence Degree in 1952 from the University of Michigan's School of Law. In 1953, he completed a one-year program at Harvard University Business School. Carroll also holds a Master's Degree in Business Administration, which he received in 1959 from the Graduate School of Business at Columbia University. A native of Columbus, Ohio, Carroll, his wife, and two children reside in Chevy Chase, Maryland.
