Christian R. Holmes

Biography

EPA Administrator William K. Reilly welcomed the announcement today that the U.S. Senate has confirmed Christian Holmes to be both EPA Assistant Administrator for the Office of Administration and Resources Management (OARM) and EPA Chief Financial Officer.

Reilly said, "We could not be more pleased that the Senate confirmed Chris Holmes to be an Assistant Administrator and Chief Financial Officer at EPA. Chris brings to this position a strong background in management in both the public and private sectors and a creative, energetic commitment to environmental protection. One of his chief assignments is to improve all of EPA's contracting practices to make sure they meet the high standards that I have set for the Agency and the American public expects."

For the past 10 months Holmes has served as the Acting Assistant Administrator for OARM and Acting Chief Financial Officer. In that position he is responsible for serving as the chief financial officer and senior administrative official for EPA, which has a budget of $6.6 billion and 17,000 employees. In this role, Holmes is responsible for finance, information systems, contracts and grants, personnel and environmental compliance.

Prior to his current position, Holmes served as Deputy Assistant Administrator for Federal Facilities Enforcement in EPA's Office of Enforcement, which is responsible for EPA oversight of cleanup and waste management activities associated with all U.S. government agencies. He also served as Principal Deputy Assistant Administrator in the Office of Solid Waste and Emergency Response, which manages the $1.6 billion annual budget for Superfund and the Resource Conservation and Recovery Act (RCRA) programs. He directed the RCRA Implementation Study, which undertook the first comprehensive analysis of this nation's hazardous waste management strategy since 1976.

Prior to joining EPA, Holmes served as Vice President of the Cooper Companies Inc., Menlo Park, Calif., and the Cooper Development Co., Mt. View, Calif. His past work experience also includes: Director, U.S. Trade and Development Program from 1981 to 1987; Principal Deputy Assistant Secretary of State for Refugee Programs at the Department of State from 1979 to 1981, and Deputy Director, Office of U.S. Foreign Disaster Assistance for the Agency for International Development from 1974 to 1979. From 1971 to 1974 he served as administrative assistant to former Congressman William S. Mailliard (R-Calif). From 1969 to 1971, he was a reporter for the "San Francisco Examiner."

Holmes earned a Bachelor of Arts degree from Wesleyan University in Connecticut. He also received one of the first Honorary Master of Arts Degrees from the University in recognition of his public service achievements. He is the recipient of EPA's Gold Medal, the Presidential Meritorious Service Award, the Arthur S. Flemming Award, and the U.S. Army Soldiers Medal for Heroism. Holmes is married to the former Noel Daoust and has two children, Elizabeth and Christian.
