Howard M. Messner
Biography

The U.S. Senate yesterday confirmed Alvin L. Alm as Deputy Administrator and Howard M. Messner as Assistant Administrator for the U.S. Environmental Protection Agency.
Both men had previously served in administrative capacities at EPA and have had extensive experience in management.
"The confirmation of these highly competent and professional managers will greatly strengthen our efforts to make EPA a responsive instrument of public policy," declared William D. Ruckelshaus, EPA Administrator. "Both men have demonstrated over the years their dedication to the mission of the agency. We are pleased and honored to have them back."
Messner, 46, served as Chairman of the EPA Task Force, whose studies led to creation of the agency, while he was a management analyst at the Office of Management and Budget from 1965 to 1971. He received the William A. Jump Memorial Award in 1971 for distinguished service in public administration. Subsequently he was Deputy Assistant Administrator for Administration at EPA from 1971 to 1975.
Messner was Controller at the U.S. Department of Energy earlier this year where he administered the complex budgetary and financial programs of the department.
He served as Assistant Director for Management Improvement and Evaluation at OMB from 1977 to 1983, where he received the Exceptional Service Award in 1979. He was Assistant Director for Management Programs for the Congressional Budget Office from 1975 until 1977.
Prior to his first term at OMB, Messner was staff assistant to the Administrator of the National Aeronautics and Space Administration from 1962 to 1965 and was an analyst for the Massachusetts Commissioner of Administration and the Governor's office in Boston from 1960 to 1962.
A native of Newark, N.J., Messner received a Bachelor's degree from Antioch College in 1960 and a Master's degree from the University of Massachusetts Graduate School of Government in 1962.
