Biography

William D. Ruckelshaus, Administrator of the U.S. Environmental Protection Agency, today announced appointment of Region and Deputy Regional Administrator for Region V, the Midwest EPA office.
"I am very pleased to announce the appointment of Francis T. Mayo as Regional Administrator for EPA. Since his appointment to the Chicago office in February of 1971, he has performed in an outstanding manner. His experience and ability as director of the midwest water quality program will be invaluable in putting together a staff for one of the EPA's most challenging regions." Region V serves 40,000,000 people, 20% of the nation's population, and is the focus of many major environmental issues facing the EPA.
"In addition, I am happy to announce the appointment of Valdas V. Adamkus, former Deputy Director of EPA's Cincinnati office, to the post of Deputy Regional Administrator. Since joining the Federal service in January of 1970, Mr. Adamkus has proved himself to be an energetic, hard-working civil servant with a keen appreciation for the environmental responsibilities of the EPA."
Ruckelshaus said that this is the first announcement of a regional administrator and that appointments to the other nine EPA regions would follow shortly.
Under the 10 region EPA, the Administrator for Region V is responsible for all Federal programs in air and water pollution control, noise abatement, solid waste disposal, pesticides and radiation regulation in six midwestern states: Illinois, Wisconsin, Minnesota, Indiana, Michigan and Ohio.
"The emphasis will be on decentralizing pollution control operations in these ten major regions," said Ruckelshaus, "in line with the desire of President Nixon to bring the functions of government as close to the people as possible."
Mayo, age 46, is a native of Brooklyn, New York. He has been with Federal water pollution effort since 1966 when he joined the San Francisco office of the Federal Water Pollution Control Administration as a Director of FWPCA's Division Planning and Interagency Program. Before joining the Federal government, Mayo served with the State of Utah's water resource division.
He is an honors graduate from the University of Utah and served as a World War II intelligence specialist with the Army Air Corps.
May, his wife Margaret, and four of their six children, live in Naperville, Illinois.
