John C. McGuire

Biography

Environmental Protection Agency Administrator Douglas M. Costle today announced the appointment of John McGuire, former Director of Illinois Department of Conservation, to head EPA's operation in the Midwest.

As Regional Administrator for EPA's Region V, based in Chicago, McGuire will be the top Federal environmental official for Illinois, Indiana, Ohio, Michigan, Minnesota and Wisconsin. He succeeds George Alexander, who is returning to private life.

"I am confident that John McGuire will serve with distinction as Regional Administrator for Region V," said Costle. "He will face demanding challenges--the diversity and complexity of the Midwest region will bring out the best of his talents and experience. We welcome him and wish him well."

Currently in private law practice, McGuire, who is 36, was previously Assistant to the Governor of Illinois. From October, 1974, to August of 1976, he served as liaison for natural resource agencies including the Federal Environmental Protection Agency. In this capacity, he coordinated all Illinois State agencies dealing with pollution control and natural resources.

From August 1976, to February 1977, he was Director of the Illinois Department of Conservation. That agency had an annual operating budget of $26 million and a full time staff of 1,250; it managed the State's parks, conservation areas, forests and historical memorials.

McGuire's experience also includes serving as a senior research associate with the Urban Institute of Washington, D.C.

He was graduated from Northern Illinois University in 1965, and received his law degree at the John Marshall Law School in Chicago.
