U.S.-China Strategic and Economic Dialogue (S&ED)
The first meeting of the Strategic and Economic Dialogue (S&ED), a series of high level discussions with senior United States and Chinese officials, took place on July 27-28, 2009 in Washington, DC. Discussions focused on addressing shared challenges and opportunities on a wide range of bilateral, regional, and global issues of immediate and long-term strategic and economic importance.

- EPA Administrator Lisa Jackson participated in the dialogue, along with President Obama, Secretary of State Clinton, Treasury Secretary Geithner and other Cabinet Members and Administration officials, and their Chinese counterparts.
- Building on robust EPA programs already on-going in China, Administrator Jackson engaged in the Special Sessions on Climate Change, Clean Energy, and the Environment, and discussed expanding cooperation on greenhouse gases, energy efficiency, and mercury.
- Administrator Jackson also secured an agreement from Minister Xie, of the National Development and Reform Commission (NDRC), to develop a Memorandum of Cooperation between EPA and NDRC. NDRC has the lead in China on climate change, energy, and fuel quality.
The two countries initialed a Memorandum of Understanding (MOU) on Enhancing Cooperation on Climate Change, Energy and the Environment.
- This MOU builds on the existing Ten Year Framework on Energy and Environment Cooperation.

- As part of the MOU, the United States and China established a new policy dialogue to advance international climate negotiations in preparation for the UN climate change conference in Copenhagen this December.

The S&ED is the broadest and highest level exchange between the U.S. and Chinese governments. This first meeting of the Dialogue set the stage for intensive, ongoing and future bilateral cooperation.
